不法商人黄德（黄锦燊 饰）在纽约从事印制伪钞的勾当，其旗下集团为CIA一举捣毁。身为主犯的黄德逃回香港，设立印刷集团，表面行出版之事，暗地里继续不法行径。CIA方面派出女干探辛蒂（Cynthia Rothrock 辛西娅•罗斯洛克 饰）飞抵香港，势要捉拿黄德归案。
