某一天，汾城的许氏家族掌门人许广识精心策划了一场阴谋。先是谋杀了海关缉私局的田涛，后又嫁祸给自己女儿的男友赵宏强。原来，许广识一直反对自己的宝贝女儿与这个有黑道背景的赵宏强来往。又因为他的集团走私被田涛察觉到一些蛛丝马迹，于是便策划了这一石二鸟之计。许广识本想置赵宏强于死地，怎奈市局刑警队副队长李锐发现此案有许多疑点，改判赵宏强入狱……。Based on real events, the story follows a father and son (Offerman and Tremblay) who identify as Sovereign Citizens, a group of anti-government extremists, as they venture across the country and find themselves in a standoff with a chief of police (Dennis Quaid) that sets off an intense manhunt with tragic consequences.。
